How does billing work for VPC?

Cyberlink charges for resources such as storage, memory (RAM), and vCPUs not only on an hourly basis, but also takes actual utilization into account for RAM. As a result, no compute costs (RAM and vCPU) are incurred for powered-off virtual machines.
